Just remember, the Axis powers (specifically Germany) have a much easier time winning than the Allies. (Axis are OP)
So we engaged in a rather spirited debate over what I assumed was a simple rule. Aircraft movement: Does it take one of it’s allotted moves to leave or land on a carrier or land, or does it and adjacent sea zone all count? Example: Fighter from Japan takes off. Does its first of four movement come in sea zone 6, or say sea zone 17?
If from a Carrier, it skips the SZ in which it begins.
In your case, move 1 would be SZ17.
However, if starting on land, like Japan, then SZ6 would be your first move.
I hope this is clear enough. Ask again, if not.

They need to get back to the SZ (if on a Carrier) or to a territory. You count each move.
Remember Air units don’t have to go back to from where they came. They can land on any territory you owned at the beginning of your turn or to another Carrier (if there is space).
