You do the territory IPC value of damage as the max, anything else was bombing existing rubble.  Your opponent does not get a pass because you rolled well :-)

yeah, destroyers can fire at planes but subs can’t. destroyers also get the “no subs first strinke” thing like in europe and pacific

There’s a small empty hollow in the middle of the plastic tray that says Pacific, that were I usually store the Chinese. The Chinese board setup is on the American reference card.
