UK Pacific Starting Income Question

Not sure if this has been addressed before, but I can only count 16 IPCs worth of territories UK Pacific start out with. Thats less than the 17 the rules says they should start with. The territories I am counting are:
India: 3
Malaya: 3
Kwangtung: 3
Borneo: 4
Burma: 1
Shan State: 1
British Columbia: 1

Their other territories, Samoa, Fiji, Gilbert Islands, and Ceylon, produce no income. Where am I missing this single IPC?

The UK Europe starting income is 28 IPCs, the UK Pacific starting income is 17 IPCs… all Canadian territories including BC are absorbed into the UK Europe economy, and West India is part of the UK Pacific economy.
