You are right: it is beginning of the game.
Means Japan can only make a Major IC on Korea. Not on any Chinese territory, even the ones they begin the game with, as these territories are still Chinese.
It also means the US cannot capture Norway and build a Major one there.
It is better for balance.

Italian roundels are fine for games in which it is possible for Italy to change sides and join the Allies; until then they need the fasces symbol or something at least politically neutral.

I don’t believe so, unless they are carried as a pro-axis neutral. But I think they are a true-Axis power in AA40.

In the games that my group designs, we use the Xeno Italian CM. It is the bundle of rods (fasces).

Maybe somebody could print decals of variant roundels that we could apply to the provided roundels so that we could all be happy.

Wow that would be an easy fix. You could even put the sticker on the underside of say the Italian marker and just flip it if/when they change sides. Could also work with the Vichy French/Free French in similar house rules.

Okay I am looking up round labels. My A&A games are in storage at the moment. Can anybody tell me what size the roundels are. I need the diameter in inches.

Okay 3/4" round decal labels are readily available from various manufacturers so it should be easy to make our own roundels.
