I tested this many times with my FtF group and it’s not enough. You need add some infs or alter the rules (using AAG40 rules or such) to keep China viable and the game balanced
The sad reality is that the setup is utterly unbalanced because of, mainly, China (and also a bit because that German IC at Karelia)

For balanced play, try moving Karelia IC to Novosibirsk and the Chinese fighter to a non-frontier territory. I’d add 1 chinese inf to each chinese territory as well and give China the NO they have in AA40G

The key was Rohirrim cavalry moving 3. That makes too difficult calculate all possible attacks. Wizards and elven hunters moving 2 also hurts
The map itself is not the worst. The problem is that too many unit types move too much for a Middle Age setting (even trolls move 2). Also there are odd things as ‘hobbitss’ and goblins attacking at 0 (then support, but…). Elves buying hobbits is indeed odd… hobbits should be a purchase just for Free People. Oh, and Goblins should have one starting Balrog, BTW (but they should not be able of buying more, those dudes died badly at end of First Age)
Well, at least the turns are easy to do. But I agree, this module needs some improvement
