Rule question: can Japan end it movement of his fleet (transport incl) in SZ26 when NOT at war with US?
The rulebook states: Japan may not end the movement of its sea units
within 2 sea zones of the United States’ mainland territories (Western United States and Alaska)“within 2 spaces” does that mean two or less?

Correct. Within 2 spaces means one or two spaces or sea zones. Japan could be 3 spaces away and move two spaces to be adjacent to the US Mainland on the Turn they declare war.

@cornwallis Yes it can, for it’s 3 seazones away from those territories- it’s a dumb rule, in the Real War it would’ve been an outright Dow if the Imperial fleet parked itself off of Hawaii (That’s Why I changed that rule in my house rules)!!!

@nolimit That is not true. SZ26 is two sea zones away from Western US (SZ26=>SZ12=>SZ10. so ergo it’s forbidden to dock there.

Just to sum it up:
The rule is about seazones, not about spaces.
It means that Japan may not end the movement neither one seazone next to the said territories nor two seazones.So of course Japan may end movement in seazone 26:
Count as follows: From WUS seazone 10 is the first “forbidden” seazone , seazone 12 is the second “forbidden” seazone, so seazone 26 (third) is perfectly fine. -
