Using Kiev as an example- can the Germans, in the same move, strat bomb the airbase, blitz and surround the city with a small portion of their force, then attack the city itself with remaining forces giving the city defenders the -1 penalty? I would imagine so since the attacker gets to choose the order of his battles. My opponent disagrees. Thoughts?
You’re right, the attacker choose the order of the combat resolution.
So, in the situation that you describe : yes, the city is surronded.
