both times Berlin was open the odds were bad, and there were logisitical chain issues. (Basically we could spring for it, but had no follow up).
Rome was much the same, albiet we had 96% on Rome; but at the time we were not developed enough in Europe to hold it. And we had other priorities, mainly, ensuring we didn’t lose control of the Middle east, allowing Japan extra breathing room, where the Axis had the best chance to win still :P
