“The War Game” and others address this by letting you buy all the units for every team, with different costs. So China pays 8 for tanks, Most powers pay 6, Germany 5 etc. This makes things more complex, but also more flexible.

Ok i suggest you begin painting small groups of units by nation in groups of 12 units as follows
- armor/mech/artillery
- infantry / airborne
- fighters, fighter bombers, strategic bombers
- naval 2 each type
that way players can slowly outfit their entire games with painted sets and not be tied down to one type of unit
