Ok i suggest you begin painting small groups of units by nation in groups of 12 units as follows

1. armor/mech/artillery
2. infantry / airborne
3. fighters, fighter bombers, strategic bombers
4. naval 2 each type

that way players can slowly outfit their entire games with painted sets and not be tied down to one type of unit
