Sorry about the edit. Rushing through it the second time I apparently used the wrong plane from the mainland and messed up the distance. All the planes were capable of making the carriers if used properly.

Yeah carriers can scramble to sea zones, and land territories that have at least 1 defending unit. Notes will be changed in the next update.

Geez - carriers are vastly more useful. They really want to promote Fleets. Going to take time to figure out how to use them most effectively.
