    Note: An Axis power may not move its units into originally Russian territory unless that Axis power is at war with Russia. Also, when not at war with Japan, Russia may not move its units into any non-Russian Allied territory in Asia, other than Syria, Trans-Jordan, Iraq, Persia, NorthWest Persia, and East Persia. The National Objective for Russia’s first capture of Berlin has been removed.

    Can land ANZAC fighters in Russia if they aren’t at war with Japan?

    The game engine allows both of these things to occur, so they must be Player-Enforced. Or in the case of the Lend-Lease objective, use Edit Mode to grant you those 2 additional IPCs if I had had a sub sitting there.

    of being a neutral power (see “Powers Not at War with One Another,” page 15) on the other map, and Axis powers on
    the other map are also still under those restrictions regarding the Soviet Union on both maps. For example, a state of
    war with only Japan lifts the neutrality restrictions from the Soviet Union on the Pacific map only…

    @mr_stucifer Russia needs to be at war with Japan for Allied units to go into the Pacific side of Russian territories.

    @Adam514 Sorry if this has been asked before…can a land scramble activate if only an aa gun is in the defending area? It has no combat value but is a defender? Paris scramble to hol/bel is the area

    No, factories and facilities do not count as defending units. They do prevent blitzing and they do count in the TUV number and unit count, which is what you may have read.

    And the rules list the facilities under the “unit profiles” heading and mentions that they are placed in the “Mobilize New Units phase”.
    But otherwise I could not find it referencing them as “units”. So thanks for the clarification
