From the rulebook:
“New Chinese units can be mobilized on any Chinese territory that is controlled by China, including those captured in the current turn.”
Although US supplies the Artillery, it is considered to be Chinese.

The Japanese player must declare how many kamikaze strikes will be made….1 Kamikaze token must be spent (no actual air unit is involved) and will be removed from the game after the strike is resolved.
I have 6 kamikaze strikes.
So my question is: if I declare two kamikaze strikes on a transport and I hit on the first kamikaze strike, do I spend up my second kamikaze strike if there is no target left?

Yes, you lose the second Kamikaze.
Do not have rules with me, but think you cannot attack a Transport(or a Sub).
Think the Japanese thought it unsporting!

I think the limit against TTs is for game balance issues- so you can’t bring in a massive fleet to protect your landing force just to have the TTs magically disappear thanks to Kamikazes. The sub issue is probably a nod to realism. I can’t think of any other reasons why you would want to restrict attacks on subs but not other warships.
