Probably because its based on a time frame. If you have inf with these landings then they have established a landing. Maybe both sides suck at hitting.
I like where attacking art and tanks get no 1st round attacks and attacking ships bombardment hit art and or a motorized unit first. If non then a inf.
Also when there is a landing most Inf won’t be on the beachhead. They’ll be dug in further back.

A combined arms rule for transports in Global 1940.For every destroyer in a sea zone, 1 transport in the same sea zone is paired with it and defends @1 when attacked. Transports paired with destroyers (including any cargo they are carrying), may be taken as casualties before destroyers. If the defender chooses to lose the destroyer as a casualty instead of the transport, the transport will no longer defend @1 on the next round of combat. If there are more transports than destroyers in the sea zone at the beginning of the battle, the defender must declare which transports are to be paired with destroyers before combat begins.
Example without this rule:
A pair of subs attacks 1 destroyer and 10 transports. On the first round of combat one of the subs gets a hit and the destroyer gets a hit. The second remaining sub automatically sinks all 10 transports.Example with this rule:
A pair of subs attacks 1 destroyer and 10 transports. On the first round of combat one of the subs gets a hit and the destroyer misses, but the transport paired with it rolls a 1. One sub and the transport are taken as a casualties, plus the AA gun the transport was carrying. In the second round of combat, the remaining sub and destroyer both hit. 9 transports remain. -
