How old is the game?
The new version is about 2 yrs old, it plays very similar to A&A you collect income for territories, purchase units, and battle. The major difference is that you move with a chit draw, aka the leaders in the game, you should go on their website and take a better look at it.

what are those strange red lines in areas of the Pacific marking borders?
Good eye IL, if Japanese units cross this line at any time during the game, it automatically triggers war with the allies. The allies can only initiate war starting Spring 42, its a smart way keeping Japan contain until they are ready to fight the Allies, up to that point its basically war only with the chinese. It also guides the game to a more historical path, have japan build up,then suprsise attack the US navy in W41 turn. Up to Spring 42 the allies movement is restricted by rules.
