i do think that the russian NO is too powerful; tough to knock them down with it and starve them of money, or at least tough to do that and play like I prefer, which is to trade territories at my choosing. The russian NOs make it tough to trade territories in eastern europe in a cost effective manner from germany’s perspective.
In general, I think that more of the allied NOs are “tipping” NOs, ie that once that allied power pulls ahead the NO further gives them a push making it ever harder to slow their momentum. Ie the Russian europe NOs or the new USA western france NO; if these allied powers are getting those NOs, germany is already pushed back somewhat and the NOs serve to further push Russia and the USA ahead, threatening to create a tipping point. This compares to most of the German NOs, ie mid east, egypt, norway, caucaus, and all Italian NOs, ie clear med, hold 3/4 territories, hold n africa, hold mid east – getting these NOs mean german and italian resources have been diverted from the Russian VCs to secure and hold the NOs. In general, the allied NOs are more closely aligned with their ultimate objective which is to get to berlin while the german and italian NOs require all sorts of objectives to be held that diverts resources away from russia. I think in general this gives the allies a further advantage over the axis
