Why not ask if you need a transport to cross the Tasman sea. Heck, people can swim the English Channel so therefore no transport should be required, right?
Fair dinkum. This has got to be one of the weirdest A&A questions I’ve heard.
So if a nation such as the United States is about to engage in an offensive battle against the Japanese fleet, are they permitted to send their air craft carriers into battle? I understand the rules say that fighters move independently of carriers in the combat movement plus, carriers have no attack value but I’m not 100% sure of this rule myself. If so, do the carriers have to remain undamaged in the battle to land the aircraft?

YES. if you want to land planes on them.
Okay, thanks for clarifying that. In my test run on tabletop the Americans are about to engage the Japanese fleet so I just wanted to clarify that.
So essentially they can take the carriers in but they HAVE to take their fighters as casualties first before damaging the carrier.
Rulebook Europe 1940.2 page 15:
“Although they don’t have an attack value and aren’t
represented on the battle strip, carriers can still participate
in an attack and can take hits, as long at least 1 unit with
an attack value attacks along with them.”

No. You can damage or even lose your carrier in the battle first. It’s just that you lose the carrier as a landing space once it is damaged.
Gotcha, so it’s just a matter of whether or not you wanna lose such an expensive item.
