    Having a massive fleet and no territories to defend is quite freeing, but I’m not sure it is optimal play for winning. If the European Axis were doing well, then a large Japan fleet in the Atlantic would be a problem, but still would be the smarter play to cause problems in the Pacific and force the US to split resources.

    Hm, on a more serious note, I am not really sure how to defend the world from them.

    I imagine they are very annoying to play against, not really much that can be done without massive spending for multiple rounds, probably just mitigate the worst affects as best you can and focus on taking territories and objectives to maximise the economic differences.
