@feltmarskal I just had a look again at round 5. Russia has indeed attacked Japan in a territory adjacent to Mongolia, when the to infantrists conquered Kansu.
This means that you could enter Amur without consequence. Please feel free to edit your move to Amur as well as correcting the IPCs for Japan and Russia by 1.
It is a pity that there is no indication within TripleA sjowing if the Mongolian rule is still intact or not…
