The confusion seems to be in you’re holding back naval ships for naval bombardment. The advantage about scrambling planes is that it forces the attacker to commit all their naval ships regardless if they want to or not. That’s why it is sometimes wise to scramble in a losing battle if the enemy is relying on bombardment for victory. The easiest situation would be when Japan invades the Philippine islands. If Japan was so aggressive that all they brought was two infantry with two cruisers as example. I would scramble the fighter in that situation because while I will lose the sea battle, if you choose to invade the island after the battle, you’re doing it without naval support which gives my defending infantry a better chance at winning.

An interesting rules situation arose in a recent game, and I’m interested in the insight of the community.
American warships in Adriatic Sea (SZ ), including aircraft carrier with 2 British fighters. 2 British transports also in the same SZ, but no British warships. Italian and German fighters in Southern Italy (which is adjacent to SZ ) with a functioning airbase. On the British turn, British transports unload ground forces into German-controlled Greece to attach German land units there.

Can the planes in Southern Italy scramble Into SZ to try and prevent the amphibious landing, even though no combat is occurring in the SZ? I believe the answer is ‘yes’.

What ships participate in the battle in the SZ initiated by the scramble? The American warships and the British planes or just the British planes? It is Britain’s turn and it is the attacker, so the American warships would not bombard or participate in the amphibious assault, but do they “attach” against the scrambling fighters? The scambling fighters would roll using their defensive values.

If just the British fighters participate in the scambling battle and lose, with German or Italian fighters still present, would the British transports be destroyed? Or does the presence of the Amercian warships, though they didn’t participate in the scramble battle “protect” the British transports and allow them to continue to make their amphibious landing?

Yes, the planes from Southern Italy can scramble to that seazone. as by the rules
"They can also be scrambled to resist amphibious
assaults from adjacent sea zones, whether or not the
territory being assaulted is the territory containing the
air base. They may defend against the enemy ships
conducting the amphibious assault even if friendly ships
are not present. "The British land units may not be unloaded before the seazone has been cleared of the enemy (scrambling) units.

As friendly powers never fight together when attacking, only the British units participate in the sea battle. Scrambling is a defensive move, so refer to the scrambling planes’ defense values and abilities when resolving combat.#3.
