Hmm, this might be an interesting exploitation of the rules… Let me give it some thought.

I’ll probably rewrite the rules about bids, stating that since A&A usually is Axis-biased bids are for Allies. A bid where Axis get, say, 4 IPC, would be a -4 bid.

Yes, that would be a -20 bid in that case.

Nah, a bid is placed by the side that places units, hence Axis would place in the case of a negative bid.

That’s one way to do it, but could upset balance quite a lot.
