Because, as @Panther already said: “There are two exceptions to this regional division. West India, on the Europe map, is part of the Pacific economy, and the North American territories on the Pacific map are part of the Europe economy.”
The relevant part has been bolded for emphasis. In exchange for giving West India (and its 2 IPCs) to the UK Pacific side of the board, UK Pacific give UK Europe Western Canada (and its 1 IPC). So the North American money for UK Europe is not 6, it’s 7. 8+7+12+1=28.

Does anyone know if there was any change to the Neutral territories between first edition and 2nd edition? I have a first edition box & cannot find any information on if the Neutrals were changed in the update. (for either the IPC’s they provide or the Infantry that is on them)
I’m currently assuming they were unchanged from first edition, but that’s an assumption.
@blaze-the-action-junkie I don’t recall any changes to the neutral territories or rules in anyway.
There were no changes to the treatment of neutrals in general, but the Soviet-Mongolian Defense Pact was added in the 2nd Edition.
