Yes, Panther is correct. An important additional note is that the attacking transports may not unload during non-combat. Anything that is on board stays on board and remains vulnerable to sinking.
Attacking Transports - eligible for taking casualties???

I have read the AA50 Fact sheet and I am a bit uncertain about Attacking transports…
Example:
Attackers
2 DD
2 TrnDefenders
3 DDRound 1
Attackers rolls 0 hits
Defenders rolls 3 hitsIs the entire Attacking Fleet wiped out or not??

Hi.
They explain it to me.
You first have to choose warships for casualties!
In your example one attacking transport is leftover.
You can stay now after the first round of combat and your last transport is destroyed automatically -
or you retreat with the last transport in one seazone your attackers came from.

Thanks for answering that, Marechallannes!

So the reverse:
If the defender has transports they cant be allocated as hits in any combat round. They are invisible and automatically removed from play provided the non-transports have been removed as combat loses. If the attacker does not stay long enough to kill the last combat ship the defending transports remain in place.
