HBG is probably discontinuing the cardboard roundels because HBG has started making acrylic roundels instead. I looked at the sets you linked. There were roundels for Finland, Romania, Bulgaria, Hungary, Thailand, Poland, Dutch, Communist Chinese, and Nationalist Chinese. If you look in the Roundels section of HBG’s website, they list areas (e.g. Asia, Europe, etc…). If you go into the sections for Europe and for Asia, you will find that HBG has at least one set of acrylic roundels, for all of the above named countries. All of these sets were marked as being in stock for me just now.
So, it’s not that HBG doesn’t make roundels for those countries anymore. It’s that HBG doesn’t sell cardboards roundels in multi-country sets anymore.

I think I may have stumbled on a partial solution to help you with those cardboard roundels you are looking for.
I Will Never Grow Up (iwillnevergrowup.com) is selling some of those HBG Axis Minors. They are closing out their holdings, hopefully you can grab them before they are gone: http://iwillnevergrowup.com/shop/index.php?route=product/product&path=63&product_id=266. They are selling other sets as well, but not the Allied Minors you were looking for.
