In your example I assume you’re talking about assuming Germany’s first turn, and Yugo is captured during the combat move phase. it’s an “unfriendly” neutral. By the time noncom comes about, it’s German territory and is no longer neutral.
Veq & Krieg were clarifying the transfer of control of a “friendly” neutral, where in germany’s case, move into a “pro-axis” territory such as Bulgaria during the non combat phase. but as all noncombat moves are simultaneous, a plane couldn’t fly through Bulgaria during the same noncombat phase as a land unit moving into it to gain control.
