You’re right that this rule is ambigious in this rule book. But to me the intention of the game makers is very clear. That shows not from this rule book, but from all rule books after this version. For example in the rule book from 1943 2nd, They state specifically that all strategic bombing raids take place first. This resolves any argument about who pays the IPC’s to the bank, the attacker or the defender! Since they solved this in the next rule book, i think it is quite obvious what they intended and tried to correct.

If I, as Britian, conduct an amphibious assault on W.Europe and win the battle, during non-combat moves, can I load the AA gun onto a transport that was NOT part of the amph. attack?
I’m asking because I want to start hitting WEur early on in the game, and I thought it would be nice to get rid of that AAgun to help out my airforce.

Newly captured AA Guns cannot be moved until you hold them for an entire turn. Don’t remember what page it is on, and too lazy to find the direct quote. But if you capture W. Europe and claim the AA Gun there, it’s like taking an Industrial Complex. It cannot be used until your next turn, and that includes moving it. (ICs captured can still be bombed for SBR damage to you by the enemy and AA Guns can still defend against enemy air attacks, they just cannot build or move until your next turn.)
