    I can only answer why I do it.

    (1) Why leave Paris empty?
    Allies don’t gain much from taking it unless they can hold it. It expends the once per game 12ipc of French troops, if they are killed straight away, seems a waste. Every originally French territory reverts to French control. And if you’re playing G40, allows a second plunder of Paris.

    (2) Why leave Normandy French?
    I actually stopped playing for a while in large part because I think this move is cheesy, ridiculous and unsporting but no one was as annoyed by it as I was. I actually saw it in my first G40 game where I played Axis but I thought later that I must be getting it wrong. I think now that I wasn’t wrong and while it may not be a complete game breaker it is still a game damager. I developed “Parisian Rebalance” in response to this but few where really interested. I am interested in a 2.0 of same.
