Concerning Soviet Factories:
Only Original Soviet Industrial Complexes that exist from game start (Early 1940) are covered by the rule described at pg. 20-21.
This means that any enemy Industrial Complex that the Russian player may capture (or any Industrial Complex the Soviet player purchases) during the game must be treated on the same terms as for all other Nations.

As part of the Axis & Allies Global 1940 & 1943 House Rules Expansion, Naval Mines are being play testet during the 2023 Autumn & Winter Axis & Allies gaming season.
Final results will be posted here.

The German Strategic Plan should include a Build-Up of Combat Engineer units early in the game - and continuously throughout the War.
We have already seen extensive use of German Combat Engineer units during the latest Global 1940 and Global 1943 games during the 2023-2024 Axis & Allies Wiking-Con gaming season.
The Combat Engineer units perform a variety of tasks - including the movement of captured Industrial Complex units, elimination of enemy Mines, Landing Strip construction etc.

Based on the 3rd Northern Europe Axis & Allies Wiking-Con that has just been held in Denmark , the Strategy Guide Global 1940 will be expanded in 2024 to contain new strategies for both the Axis and the Allies.

A new Combined Axis Strategy will be revealed after the next Axis & Allies Global 1940 Expansion Tournament.
The tournament is held in Denmark from Friday 5th January until Sunday 7th January.
Initially the strategy will be posted under Global 1940 & 1943 Game Reports.

We expect to release a Strategy Guide for Italy no later than this spring.
The Strategy Guide for Italy will describe 2 Italian strategies.
- 1 strategy explains how Italy more or less fights on its own - without any massive support from Germany
- 1 strategy explaines the Italian plan for a Combined Axis Strategy with support from Germany - and prepares for a German Take Over Of Italy by Late 1943.

The presence of Strategic Bombers within striking range of enemy Industrial Complexes might force the enemy to upgrade those Industrial Complexes to Underground Factories.
Especially if the Strategic Bombers can be escorted by a large number of Fighters.
In this way you can “force” the enemy to spend IPC to protect the factories from Strategic Bombing - IPC that are much needed elsewhere.

I am struggling as Axis playing when my opponent does an all-out KGF strategy almost completely ignoring Japan, except the 20 IPC’s in Calcutta each turn. I am assuming that there is a game thread somewhere where somebody has successfully countered such a strategy. If so, can someone please be so kind as to point me to that so I can review? Thanks much.
