Combat in contested territories

Here’s the situation: My brother landed 1 German infantry and a fighter in London. The British have 1 infantry in London at the beginning of the British turn.
Here’s the question: Must the British infantry attack the Germans? Or can he stay in London and wait for reinforcement without attacking the Germans?

@Benito-Mussolini The power first entering a hostile territory and so rendering it contested must conduct combat. From then on each power with units already in or entering the now contested territory has the option of conducting combat or not doing so.
