1914 Rules Rework

Not a bad idea. I don’t play much Anniversary Edition but this makes me want to bust it out.

Ok then, I have created an example document I could use. Tell me if this is about the same as what you were suggesting.

Phase 5: Collection phase
In this phase, you earn production, railroad capacity, increase research, check national moral/unity, and add manpower.

IPCs: look up your power�s national production level (indicated by your control marker) on the National Production Chart. This is the amount of IPC income you have generated. Collect that number of IPCs from the bank by having the banker add it to the total number of IPCs in your powers treasury.

If your capital is under an enemy power�s control, you can�t collect income.

Convoys: any convoy that resides in the port of an original regional territory you control, you may remove it and collect 2 additional IPCs for every convoy removed in this manner.

Railroad capacity: check how much railroad capacity you currently have and your maximum railroad capacity. Now collect railroad capacity until you reach your maximum.

Increase research: add research to each field of research equal to the amount of research you currently have in that sector. Also check if you have completed any piece of research.

Check national moral/unity: check how many IPCs you have collected in this phase. Now check the amount of IPCs you started the game with. Now use a calculator and put in:

(Starting amount of IPCs) � (current national unity by percentage) =

If the final outcome is lower than the amount of IPCs you just collected, then your nation has officially surrendered and you must now follow standard surrendering rules. (P.?)

Adding man power: increase the man power of territories you own (not contested) and increase the man power their by the amount referenced in the man power chart.

Some ideas:

As I’ve suggested before, a fighter that scores a kill is promoted to an Ace (rolls @3).

Air combat lasts a maximum of 3 rounds, perhaps only 2. Aircraft had very limited fuel capacities.

If, at the end of this time, both sides have fighters remaining then no side gets air supremacy. All planes must land with their ground units, and cannot strafe.

Fighters can pull out of dogfights after any round of combat, attackers choosing first. Planes simply land with their own troops. They cannot fire in the ground combat, but can be taken as casualties.

Only rolls of 1 actually destroy an enemy aircraft. Rolls of 2 (or 3 from Aces) only “force down” the rival fighter, which must land as per pulling out of a fight.

If there is any dispute over which plane shot down an enemy fighter and gets the promotion, a “kill” takes precedence over a “down”. Otherwise, if the owning players cannot agree, then nobody gets the credit.

Multiple mixed fighters should roll individual dice in combat; its handy to have a few dice of different colours to facilitate this.

As for how I got it all to fit, I typed it into a Word document, and then copied and pasted.

I plan to playtest these rules and modify them as needed.  I was trying for as much historical accuracy as I could with the starting forces, while making the minimum number of changes to the official rules.  I got the idea from World in Flames, which is a great game, but, practically speaking, unplayable.  Even if you read and understand all the rules, finding one or more opponents who also have read and understand the rules is pretty much impossible.  You can, however, play Axis and Allies while you’re drunk (Been there.  Done that.  Got the T-shirt.)  But I like the idea of having the same basic problems, options, starting forces, and deployments the real military and political leaders of the time had to face.

Now, I’ll admit that the Vichy France rules are a bit more detailed than most A&A players prefer, and I understand why the game disigners decided to just leave them out.  But, if I was going to give the French a realistic starting fleet, I had to have the Vichy option to keep the combined French and British fleets from blowing the Italians out of the water on turn one.  It also gives the Allies the same uncertainty about what the Vichy French forces would do if their territories were invaded.  Historically, it was a major concern for the British.  Remember that they actually bombed the Vichy French fleet in port in North Africa, killing, IIRC, a couple of thousand French sailers , because they were afraid of having it fall into Axis hands.

Ever consider Super Carriers that could hold 3 fighters?  (3 is good because you can physically put three fighters on the carrier model!)

For crying out loud… I posted exactly this idea in the New units thread like months ago… no answers, and now you post the exact same thing here. I’d like to be credited.  :wink:

I was doing that in 1993 though. :P

But yea, figuring out 3 fighters fit on a carrier doesn’t exactly take brain surgery. hehe
