Hoping to get a good answer with lots of votes before July.
For the record… I took Black Elk’s suggestion for now, and we are adding a Russian bomber to all our game setups at the Cliffside Bunker.

I give Transport a combat value, 1 hit, 1 Def @1 per round for the whole Transport group.
For casualty picking, I used a few time taken last and another time at owner’s discretion.But it doesn’t have the funny perspective for the russian player’s of having a Strategic Bomber at the start.

1X @1 on defense for transport groups is a good idea, I wouldn’t give it to lone transports just because even 1 dice roll @1 in this game can really tilt the dynamics of a battle, but 2 or more transports is interesting.

We usually play AA50th, but …
For 42.2, if we bother to worry about balance, we use a standard bid format (if everyone agrees) based on starting IPC’s (I’ll play axis at +X IPC’s to start … whoever uses the lowest +IPC bid plays the axis).
