Any competent Japanese navy can prevent that. Each sub raids on average 2 IPCs, say you want to raid Java, it takes 2 subs. A Japanese player will send a destroyer and a bunch of planes in making a profit

Well, I’d agree with you that buying a single naked BB rarely makes sense – BBs are strongest when they can be used as the capstone of a larger, more diverse navy.

I’ve been known to buy CA + DD for the Brits in Anniversary, where the British fleet can just project monstrous power out of the English Channel – you’re threatening France, Norway, Berlin, Poland, etc. all from the same sea zone, and many of those territories come with large national objectives attached.

And in a social game of Balanced Mod Global, where I’m aiming to have fun more than I’m aiming to win, I could see buying CA + DD + Marine for Italy or Australia, just because Marines are a cool unit, and sometimes your economy means that you can’t afford a second loaded transport, but you can afford one loaded transport plus one marine, and that extra oomph will get you over the finish line to take Cairo or Singapore or whatever.

In Classic Global, though, I just don’t see it – if there is enough of an aerial threat that you need the DD+CA at all, then you probably need a massive fleet that includes at least one fully loaded carrier, and if you don’t have the cash to drop that fleet all at once, then it’s better to save up for a turn and buy the fleet next turn.

Triple A illustrates the transport issue pretty well by having you ‘roll’ for a hit on even an unprotected transport.

Or… it helps to remember a scenario where a larger naval battle is going on and the defenders have 2 or more transports. If the attackers hit enough to kill all defenders and have +1 hit it gets assigned to a transport even if the defenders return enough hits to kill all the attackers so an attacker might kill some but not all transports.

The Allies have to control Turkey at the beginning of the Russian turn for Russia to move ships through the Straits.

Also, according to the rule book: “If a canal or narrow strait is controlled by a power not on your side, but with which you are not yet at war, you must ask permission to use it, which may be denied.”
So in a very theoretical situation, Germany could capture Turkey before being at war with Russia, and allow Russian ships to pass through the Straights. But I don’t think that ever happens.

1. Yes, you can still move the navy that didn’t participate in combat into and/or through the sea zone during non-combat move. Once all the enemy ships in a sea zone are destroyed, the sea zone is no longer considered hostile and there is no restriction of movement into or through it during non-combat movement.
Also remember that you can ignore enemy transports and submarines when moving through sea zones. They don’t make a sea zone hostile.

It is an interesting idea, but your explanation points to why your solution may not work.

Here is the jist of your suggestion, I think.

The USA has lots of CVs and BBs because they can afford it.  They are using them to soak hits because they have so many, so lets add a modest repair cost to stop that.

Here are my thoughts:

The problem is that the USA is the only power in the game (most of the time) that will shrug off the repair costs.  So you may actually make things worse for Japan in particular who would be much more affected by paying those costs.

Also your suggestion that a 1 IPC will deter a player from willingly taking hits from their capital ships right away is a bit confusing.  The next cheapest option is to lose a 6 IPC sub.  So a 1 IPC cost isn’t really going to change things.  But as was pointed out earlier, Naval bases are quite pricey as is and the need to pull back a damaged fleet is still a bit of a deterrent.  I think I’m OK with the rules as is.
