The Great War 1914-1918: Clash of Empires

I came up with an idea for one on one wars between two powers using the Global 1940 map. Here are the instructions for two versions (Soviet Union vs US and Germany vs Japan):

Common rules:

All other powers are neutral. No pro-Axis or pro-Allied neutrals are involved on either side. Attacking true neutrals is allowed with the usual effects of them siding with the other enemy of the attacker. Only territory of the belligerents (with exceptions detailed below) may be crossed.

For TripleA, use edit mode to make all powers neutral, including pro-Axis and pro-Allies.

An optional rule is to make pro-Axis and pro-Allied territories also true neutrals.

One side wins when all the units of the other side have been destroyed and all the territory of the enemy has been conquered.

Japan vs Germany:

To make the game faster, Trans-Jordan and Egypt will be under Japanese control and Gibraltar is under German rule.

All starting units and income is the same (Japan’s starting IPCs are still 26 even with the addition of Egypt and Trans-Jordan and the income effects of these two territories will only start at turn 2).

For TripleA, edit mode can be done to change the territories to their correct owners.

Additionally, Germany’s 10 IPC national objectives that are achieved (Iron Ore and Soviet trading) are kept, and no other national objectives are changed.

Japan’s trade with the US 10 IPC national objective is also kept.

For TripleA, edit mode is necessary for the US to be recorrected to be neutral as the US automatically declares war on turn 3.

Soviet Union vs US:

All starting units and income are the same.

The Soviets control Denmark, and like above the income change only applies starting at turn 2.

The US does not get their “at war” national objectives. This means that the US will only ever get 52 IPCs per turn until the US conquered Soviet territory.

Edit mode is required to make the US neutral with the Axis because the US automatically declares war on them at turn 3 for TripleA.

Soviet national objectives are the same. Due to not fighting the Axis, the Soviets will not achieve any. This intentional.

Remember to use edit mode to make all relationships between powers neutral.

Here are two test games I played on TripleA (TripleA is required to access these files) for both of these ideas. Keep in mind that since these were tests, what was done there may be inconsistent with what I outlined here, which are the definitive and final versions of the rules. Keep in mind I also used edit mode to change unit buys and to correct movement, but no moves or purchases were illegal. They might also give you some ideas of strategies.

@wadkat What conflict will be taking place on this map? Are the Central Powers rethinking surrendering, or is it a battle between communism and the West?

This is an update on a project I began some time ago, Axis & Allies: World at War.

The goal is to create a single, custom game map, ruleset, and playset for use in private games. In short, creating an Axis & Allies variant similar to Global War, but without the intent to mass produce or sell the product commercially. This means that I will engage a professional mapmaker to create a high-quality play mat and play aids (e.g., charts, roundels, cards, etc.).

In terms of mechanics, this will be a card-driven game like Amateurs to Arms and Mr. Madison’s War bolted onto the Axis & Allies core rules. Basically, players will draw from decks of cards that set global conditions, activate neutral nations, and let them activate units in given territories. Rather than being able to move all units every turn, players will spend Operations Points to move specific armies. Additional Operations Points can be obtained through card play, from possession of strategic resources, and by building and placing supply columns. The latter are units that move along with armies, allowing the player to activate that stack every turn for free. They may, however, be captured by the enemy.

The game will feature both territories and point-to-point movement. Possession of a given number of points within a given territory translates to ownership, which yields a production value in IPCs. The game pieces will be a mixture of plastic pieces and traditional counters.

We will use an alternate history to bring all corners of the map into play. The map is inspired by both Harry Turtledove’s Great War series and an alternate history saga known as The Feast of Eagles, which imagined a world in which Europe remained largely divided after the Wars of Religion. The major conflict in North America is between the United States and the Confederate States. In South America, Argentina squares off in a naval race with Portugal, which retains its Brazilian colony. In Europe, a Franco-Russian alliance is opposed by the British and the Austrians. Minor powers include Castille (British-allied), the Two Sicilies (French-allied), Poland (allied with Sweden), and a restored Byzantine Empire. At the onset of the twentieth century, the French also dammed the Mediterranean, flooding the Lake Chad Basin. A similar project was undertaken in the Congo. Along with the Great Lakes, both African “world lakes” are accessible by a new canal infrastructure that admits oceangoing vessels. Japan squares off in the Far East against an ascendant Russia, a China of dubious strength, and the United Netherlands, not to mention the British.

At this point, I have a notional set of units. Again, feedback would be excellent, especially by folks that are good at optimizing builds. Which proposed units are unlikely every to be built?

All aircraft of the same type must be aloft at once. This is due to keep tracking easier, all 109s are aloft and time tracked at the same time. This avoids having to track 5 or 6 aircraft types at once, then multiply that by 10+ per plane launched at different times.
Alternative. Numbers assigned to each plane. Then there would be a fuel token for that plane with a matching number.

-Bombers
They do not have a fuel counter, as the bombers head directly to targets. They launch and get to targets on the same turn.
Each defender they go across fires at them. Any suriving bomber ends its turn with the bombing run.
On the next turn (the players turn who launched the mission) The bomber then returns to base (or regress line) with the defender firing when possible.

Equipped with fuel tanks. Attack on a 4 or less.
Heavy Fighters
Attack on a 3 or less

Bomb on a 3 or less, defend on a 2 or less.
Intruders
Intruders are used in secret missions (Explained later)
Intruders attack on 4 or less. They can be used to attack refueling aircraft (at airbases) or other targets. They can be intercepted and defend on a 2.

-Target Types
Fuel Depots
German fuel depots are used to store fuel. The fuel is then distributed to surrounding airbases. Attacking this will hammper German air missions to defend the Fartherland.
Airbases
These are vital to the effort. attacking them keep down mission launch capabilities and refuel. They also reapir aircraft (current wip)
Cities
Cities are the main objective. They contain the factories that feed the German Luftwaffe. Weather your bombing the Me109 ball bearing plant, or the Messerschmidt plant, they are your tagets. At a later time, they will have a larger impact other than victory points. Ideas currently include loss of reinforcements, fuel.
Also, cities defend on a 2 (AA guns. Airbases and other targets have this capability. Expansion to this will include AA battalions that can be positioned at certain locations.
At the moment, the game is very Allied favored, though this will be offset with German technology advancements. I plan on two modes, historical (units are used depending on the time frame.) The next version is Alternative Timelines.
In this mode, both players will gain tech points to spend. There will be a research tree, to avoid players going into Jet ages (of thats what you want.) This mode will have a extended time limit to 40 turns to allow full tech up.

At the moment repairs to targets are made using fuel tokens (representing trucks carrying material to repair. This can be used to restart the production of the German forces.

AA
AA guns can fire at all aircraft. They attack on a 2.
They can target units at will. They can chose to attack anything they wish.
Fighters
Fighters can attack all aircraft, but not targets.
Fighters have two fuel tokens.
They have a base fuel (no tanks) and tank fuel.
At any time they can drop fuel tanks to attack at a normal attack. With fuel tanks they attack on a -1 die. (Example. With fuel tanks, instead of attacking on 4, they attack on a 3.)
Heavy Fighters
They attack normal fighters at a -1 die (represents less agility) but attack bombers on a higher die roll.
Intruders
Attack any targets at any time. Can pick to attack fuel reserves, landed aircraft or returning aircraft.

Available only to the defender at the moment
They start off in cites with factories. They can be used in conjunction with AA fortifications (They add a die to defending AA.) Alternative they can be used alone, moving at 2 hexes a time. They use one fuel for each 2 turns. They can be attacked by certain aircraft which will be listed later.

The YB40 gunship can be added as a escort for bombers. Doing this makes it so that bombers have fighter die rolls all the way to the target. At the moment there is no way to simulate the 40s short comings (reduced speed due to weapons and ammo) However, the bomber that is converted to this role can no longer bomb.

Acts as a normal bomber, but only able to be intercepted by SAMS and certain aircraft. Uses Fuel when Allied Fuel is implimented.
Is limited to 4 aircraft at a time.

B17/24 Hybrid
The Hybrid is a B24 with a B17 nose. This allows you to have B17 pilots covnert to the new aircraft easier. Defends and attacks as a B24. Penalty On your reinforcement phase, you lose a B17 and B24 to gain the Hybrid. However, it costs less to upgrade a Existing B17 unit to this aircraft.

German
SAMS
The Germans had experimental SAMS. In this version they became operation before the war ended. The sams attack  one hex around them, but are only mobile at one hex at a time. In addition they use a fuel token to launch. Be wise, as a attack on a SAM before launch can cost you the token as well as the SAM.

Simple. Bomb target you have selected or told. Targets damaged by missions receive one bomb marker. 4 Markers render target useless. At the moment there is no production loss unless its bombed 4 times.
Intruder missions
The Attacking player selects a target. at the start of the German turn, the allied player informs that a intruder mission will be done. At the start of the allied turn, the intruder mission is launched. (WIP)
Intercept Mission
Missions are launched depending on the situation. Allied missions cards determine the German intercept missions (Solo Allied)
The same goes for solo German play (Allied attack Missions).

-Future Expansions.
Im still incorporating the Luftwaffe game rules into this.
The Idea is to create a free version that you need to incorporate other things into the game. At some point in time I may do Units that will be free to print.
If you like this idea, I recommend you look for Luftwaffe, as it will undoubtedly be better play tested than this.

I am considering buying the pieces only to add to my exspansive collection of plastic miniatures. How well do the ships sit on the gameboard?

The submarines have bodies that are a bit narrow, so they can sometimes tip over, but the other pieces are stable.
