Yeah, with such a huge empire, its a shame that Portugal isn’t represented very well within the game. Correct me if I’m wrong, but I think Larry said something on his site about leaving Portugal out for the sake of simplicity and balance. Obviously, whichever side Portugal joins is basically going to win.

Thats what he said. He knows very well the power of Portugal and how the world hinged on whether they may enter the war and on which side. Thats why it’s nearly impossible to design games with them in it. The elegant solution is to just avoid their existence as a potent military force, rather than having 40+ pages of rules/exceptions all dealing with Portugal.
