The only way I see to keep the defense against planes manifesto is to provide
the 1 AA roll per cruiser.

Cruiser
Attack 3
Defend 2
Move 2
Shore bombard  3
Special 1 defensive AA first shot @1 against up to 1 plane/per cruiser unit.
Cost 10

In such situation as above,
if Cruiser A3 D2 is added into the mix, 2 units (A6 D4) for example:
Attack 13 Defense 14, 5 units.

A. survives: 22.1% D. survives: 75.6% No one survives: 2.3%

That way, Cruiser is clearly not better than Destroyer against incoming Submarines.
But you still get a better Anti-Aircrafts platform while keeping his single offensive roll of Shore bombardment.

This can be balance with a 17-18 IPCs 2 hits Battleship.

Now I see better.

It is worthwhile for Allies to give IPCs to Russia, to get some troops in Europe it requires a long logistic line.
Simply giving (up to 12 IPCs) to Russia will allow a moving of 4 Inf from USA to Russia almost instantly.
When Russia and Archangel are part of a decisive ETO, it is in itself an incentive… unless playing with a greedy and selfish USA player.

That’s why it required some limits and the possibility to destroy some of this IPCs for Axis.

Canada maple is post war

Dutch roundel was an orange triangle from 1940

Hungarian cross should be a square

Chinese star should be yellow

I just did that for Flashman, because he feels their is some 'historically accurate roundel to convey territory control" and there is not. There is no correct roundel in terms of accuracy because simply air force roundels were not used on army maps to indicate where a nations control is over parts of the globe. Air force roundels were only used on the wings and fuselage of planes.

So the interpretation of these items can be anything. The only accurate interpretation of a control marker would be the national flag.

It has little to do with all these various interpretations of which air force roundel is better than or more accurate than another one. To reality they are all equal. My post was to demonstrate the ‘mystique’ around such items is an illusion.
