You’re right that this rule is ambigious in this rule book. But to me the intention of the game makers is very clear. That shows not from this rule book, but from all rule books after this version. For example in the rule book from 1943 2nd, They state specifically that all strategic bombing raids take place first. This resolves any argument about who pays the IPC’s to the bank, the attacker or the defender! Since they solved this in the next rule book, i think it is quite obvious what they intended and tried to correct.

I think you’ve got it. Just to clarify, for America to collect income for a Russian territory, America must liberate the territory from an Axis power. If Russia retains control of a territory and Moscow is Axis-held, nobody collects for it until an Axis power takes that territory.

1.  No, this includes land, air, and sea units placed in any adjacent seazones.

2. No, territories can only be claimed by land units.

3. It has to be in an IC.

4. Only for anti-aircraft.  Submarines opening fire is for their attack value (2 or 3 with super subs technology), and the battleships bombardment hits on a 4.

5. Yes, the bomber can land in brazil, as it is friendly territory.  The 3 IPCs from Brazil are already included in the USA’s production, so theres no need to add them in.

Once again, only land units can capture territory.

I like two fleets (over the course of time). 
The first will be the UK fleet which eventually gets moved to sz 6 then to sz 5.  I usually have about 4-5 UK trns.

The second would be the US fleet which gets stationed at sz 12.  I only need 4-5 trns for the US.

The UK fleet/troops threaten all of Northern Europe, while the US fleet protects Afr for later Japanese landings as well as maintain a threat on SE (even if it is only a bluff).

As the game goes on the US can gradually add more trans and shift troops to Europe or perhaps even create a third fleet and move the one from Sz 12 to Sz 14.  Now you can really threaten SE or even Cauc if Russia needs help.

The UK’s job is to get a nice stack in Kar where you can pick off the Germans and/or help reinforce Moscow.

I like to box Germany in then turn the 3 Allies against Japan.

It can be extremely difficult and costly to actually take Berlin using a 1-2 type punch, so I just eliminate them as a threat to Moscow then make sure I can control Japan.  After that time is on the Allies side and it doesn’t matter to me if the game goes 10, 15, 25, or 30 rounds because each round that goes by I’m getting more units on the board.

Yes, you can do the move described in the first post (move, then load, then offload).

I believe the theory behind not allowing transports to offload in two territories is the fact that deployment into significantly different areas will take time.  For example - if you have a division in Alaska, and another in Western Canada, and there are no enemies nearby, you could meet up halfway and get on a transport.  But if you are on a transport and offloading, that transport would have to sail to a different region to offload troops in any geographically significant other location.  So FUNCTIONALLY, the transport can only offload into one territory.

Are you seroiusly considering building enough bombers to do ~24 IPC damage to Russia from both Germany/Japan?  8-)

Actually no.  Was trying to figure out if, for example, Germany could bomb Caucuses for 1-4, and Japan follow up also bombing it (since Japan will be able to reach Caucuses for SBR before it can reach Russia).

Did not want to waste either starting bomber if the max that could be done in Caucuses was 4 for the whole turn.
