The allies are looking good in the middle east, but the Germans are convinced that Russia’s scorched earth tactics will not work and that they’ll be in Moscow soon.
I think you’re right that America does not roll attacking dice during the British’s turn to attack. It may be different it you were defending the sea zone due to the Axis scrambling but you are considered attacking the sea zone.

as for scramble I think that the US doesn’t defend in the scramble is correct. The main reason I posted was I’ve been burned thinking I knew the rules when there was some special carve-out placed some where in the esoterica that I did not see……
