Do you think it would ever benefit Germany to grant the Baltic Fleet access to the Atlantic or the Northern Fleet to the Baltic? I’m not sure what’s the best move.
Okay so I guess if a strict neutral is attacked, all other strict’s fight against the side that attacked them. So say the UK attacks Sweden. So example Spain has I don’t know a few infantry. Therefore do they become German, Italian, or Japanese infantry.
They become pro-axis and the infantry and territory is taken by whichever power walks into it

Except that if the Swedes repelled the British attack, surviving Swedish infantry could be taken from any Axis infantry pieces, then replaced if necessary when a player moves in. If both sides are all killed in the battle, you have to improvise some sort of “pro-Axis” marker for Sweden until it is occupied.

No, you don’t, because all strict neutrals are now pro-Axis. However, until a power claims the territory, you do need to indicate somehow that the Swedish army has been used up. An upside down control marker works well.
