your strategy seems pretty optimal. Give up W. Europe and storm Russia.
Which if I recall was the sort of “break the game” straegy. My first game I was seeing if there was some possibility of German equalibrium potential on money. But alas, no.

I see it as both times I played as the Allies, the worst game was a coin flip. I would use those as exhibit A and B in “the game is balanced”.
