@domanmacgee for the USA turn, I’m pretty sure the presence of German ships in SZ 1 creates a hostile sea zone and you not allowed to load/unload in a hostile SZ.

Also; I found out what causes the mines to get screwy. If control of a territory with mines shifts (even if during edit shenanigans), ownership of the mines in adjacent Sea Zones shifts as well (similar to how ICs, AA Guns, etc. are coded in normal maps). This is at-odds with the rules of the game, which state that mines simply become inactive if the territory hosting the mines falls into enemy hands (and said mines are restored if/when the territory is recaptured). Not too important but I figured I’d point it out for future reference.
@domanmacgee I don’t believe that your interpretation of the rules for mines is correct. I believe once a port is captured, the mines flip and work for the captured side. Page 17, “At the end of this phase, the player controlling the corresponding territory (or the original controller if it’s contested) rolls one die for each of your ships that moved into or through each enemy minefield sea zone. Each ship is called out one at a time and one die is rolled.”
Also, the minefield in question is attached to Rome. Rome is not changing hands. I could be misunderstanding what you’re saying but I’m more confused than before, haha.
