Complex repair

Do we need to repair every damage point to use a complex, or can it be one unit at a time. Example my minor complex has 5 damage, can I pay 3 ipcs and still mobilize 1 unit?

@Aaron_the_Warmonger As far as I remember and read. The damage reduces capacity. So majors have 10 minors have 3. If you damage a major by 3 then 7 units can be placed. If you damaged a minor by 3 you build nothing unless you pay down the damage. Also remember that capitol ships cannot be repaired at all if the seaport is damaged by any number of points. Clean ports can repair and use movement bonus. But damaged factories always have production reductions.

This is not correct: A base is considered to be inoperative if it has 3 or more damage points. The requirement for repairing capital ships is being at a friendly operative naval base.

Maybe my question wasn’t worded right, my opponent thinks that I need to pay for ALL repairs at once before I can use a facility. I said that if I wanted to place only one unit on my mc that I could repair 3 of the 5 damage at repair step and then place 1 unit in the MC at place units phase. He feels the rules are clear that all damage must be repaired, I 100% disagree.

@Aaron_the_Warmonger Your interpretation is correct and your opponent is wrong. Maybe he confuses his point of view with this upgrade rule: “A damaged minor complex may not be upgraded, so any damage on the industrial complex must be repaired at the same time that the upgrade is purchased.”
