nope. can only move ftr 4 spaces from AC. Allied ftrs can go along for a two movement ride and then move 4 on their turn

2. Can AA guns be built anywhere or only a territory with an IC?

I have seen AA guns intentionally destroyed in this fashion to keep them from falling into enemy hands
