Exactly. Every small change or adjustment leads to a new pre-release. But only a very, very small fraction is savegame-compatibility breaking.
Meanwhile we are at 2.7xxxxx. A current problem is that we have been waiting for a new “stable” release for years. But it doesn’t look like this will occur anytime soon. So pre-releases are all we can get right now. Being “stable” is just a tag, a timestamp in development history, however. Pre-releases usually are not “unstable”.
