In my group we generally skip the tech development. To my opinion too it is unbalancing the game for one player. It feels more like a fair fight to play without the tech development.

Well, unless I play Switch and only because for some reason the dice gods love him and he scores perfect defense in Ukraine (2 out of 3 times now.)

There’s discussion of good policy, then there are games where you might want to try new ideas or have to adjust your policy on the fly. :P

Yea, thinking that 80 IPC navy build in two rounds might not be the best idea. I might try it in a tournament against someone I know isn’t experienced dealing with uber navy, but dunno.

Yea, and it did keep America and England out of Germany for about 9 turns, maybe 7 turns, before they could land anything.
