Global 1940 Play Testing Soviet Tank Production

This rule is part of the Axis & Allies Global 1940 House Rules Expansion.
In the Axis & Allies Global 1940 House Rules Expansion page 13 it is described that the Soviet Union receives 1 Tank unit from Early 1941 - if the Urals territory is Soviet controlled.
We are now play testing this rule:
"From the moment that Germany or Italy declares War on - or attacks the Soviet Union, the Soviet player receives 1 Tank unit in each round, to be placed in Urals.
The Soviet player must control Urals from the start of the Soviet players turn in order to receive this Tank unit.If Germany or Italy are not at War with the Soviet Union by Early 1941, the Soviet player receives this Tank unit from the start of the Soviet players turn in Early 1941."
Other rules concerning this Soviet Tank unit are still according to the rules described at page 13.

The Soviet Tank Production play test results initially show, that it has no negative effect on the Play Balance.
5 games have now been completed with this rule - and 3 more are scheduled to be completed by 8th January 2022.
The final Play Test Results will determine the outcome of this rule.
Basically, the rule is only active, if Italy or Germany attack - or declare War on - the Soviet Union in Early 1940 or Late 1940.
By Early 1941, the Soviet Union receives this Tank unit anyway (see the Axis & Allies Global 1940 House Rules Expansion page 13).

If there is no negative effect on the play balance, does that mean the game was initially biased for the Axis (unlikely given the massive amounts of Allied victories on the game reports), or it just has too small of an impact to matter? Thank you!
