@mike141500 I believe that unless it says so, there is no limit on how many a nation can field. Just like all other units, there is not an upper limit. While there may be per turn limits, there is not a per board limit.

I think there might be two different concepts in place here. When you build an infantry, it doesn’t actually go on the place units box and thus must be placed. When you build a ship it does go on the place units box and can be delayed.

Very helpful! I could have kept my submarine and destroyer in the place units box if I had desired.

@insanehoshi I would like to point out that any unit is placed in the place units box during the Production phase before being placed on the map. The “production coaster” used by many is technically against the rules. ;)
7.1 Building Units:
“Once units are payed for, they are placed on the production chart.”
All units follow the same process. The only difference is how long it takes.As for the contradiction, I believe that there is none. The two sentences are not contradictory. Not being able to place a unit does not preclude choosing not to place a unit.
The actual basis of that interpretation lies in the first sentence in the section:
“Place all units that are in the place units box on the production chart on the map.” (Emphasis added)I think one or the other must be correct. I usually incline to more options and player choice, but there is not good reason to chose either over the other.
