@chris_henry I think I will just amend the set-up to make it a minor factory and leave it at that for now…

If the rules had a different mechanic for the annexation process other than a combat move then I might think that the medium factory could stay a medium factory. The rules state any factory that was a major or medium in a territory that is conquered becomes a minor factory.

I guess there is nothing to stop the Germans from building another minor factory there if they want but why would they?

I think it was just a mistake when the neutral set-up was getting developed.

The US NRS says France, not Free France. They are not the same power.

If you have any more questions on the Admiral version of SCW, just ask. I designed it and would eventually like to adjust it to version 3.1 if there are more things not clear.

I agree that there could be circumstances when it would be very useful to “blitz” into a friendly territory, for instance a surrounded army could want to break through the enemy lines and reach the safety of a friendly territory.

There is nothing that prevents you from having house rules to allow this, but it’s not under the official rules.

While I see no confusion with “A blockaded Naval Facility is considered surrounded,” a more exhaustive sentence could be “A blockaded Naval Facility does not prevent a city not counting as surrounded.”

In this scenario Germany does not have to attack the ship. You are only forced to attack the ship if you combat-moved a ship into that sea-zone. If you did want to attack it with some ships then I believe you would have to use the remaining ships to combat move somewhere else of they would be a part of that battle. If you didn’t attack it at all you could either combat move or non-combat move out of the zone with some or all of you ships.

There is some review of expansion compatibility, but modifications are made. My favorite is Oil Wars which can work with anything. I think many of them you have to chose which rule will take precedence if you are playing multiple expansions. The new East vs West nuclear rules will supersede those previously published in Nuclear Weapons Marker rules, so you should not play these together.
