    It usually does, but only if the nation is already at war. Like if UK moved in a des there and then ANZAC DOWed, then J wouldn’t be able to load units during CM. However, there’s a special case when the nation DOWs. During that specific turn, it’s possible to load units also in hostile sea zones. A bit like an-passant in chess. :)
