Russia scrambled 1 fighter into SZ 115 from Leningrad, during that same turn Germany attacked and took Leningrad. What happens to the fighter in SZ 115?
Blitz is just a name for a first move “into a hostile, unoccupied territory”. Page 27 of the pac rulebook. Since your first move isn’t into a hostile territory, its not a blitz, Mr. Pain is correct, I believe.
Why not ask if you need a transport to cross the Tasman sea. Heck, people can swim the English Channel so therefore no transport should be required, right?

Sending a strategic bomber and/or a tac bomber to bomb airfields to prevent a scramble that may or maynot happen, really spreads the Luftwaffe thin in a turn where there are a lot of must have battles going on for Germany. I recently accomplished sea lion without attacking sea zone 110 in G1 and it gave me good odds everywhere that mattered without risking a single aircraft (much needed when the troops land in London).
