The puppet government in Iraq has waved the glove in the face of France and Germany. Ayad Allawi, the current head of Iraq’s U.S.-appointed governing council, said he hoped German and French officials would reconsider their decision not to boost their contributions beyond funds already pledged through the European Union.

Also, I take it you refer to the Iran-Iraq war as the first Persian Gulf war-though the US wasn’t involved militarily there, doesn’t mean that it wasn’t involved:

For the involvement, i meant the actual military involvement. If you cont otherwise, then the US probably is involved in 95% of all wars after WWII, and then i could take up again the claim that the US is the most warmongering nation on this planet.

I’d say the Iran-Iraq war isn’t called the Persian Gulf War because it only involved two countries. We can’t call the first Gulf war the “Iraq vs USFRANCEUKSAUDIARABIAKUWAITTURKEYGERMANYITALY” war.

True, but I’d be more inclined to call the Iran-Iraq war a Gulf war and the first Gulf war the second, but not the current war, because Iraq only has one major port on the Gulf. But I guess Persian Gulf war II sounded better to the media, or someone.
